
Deciding where development is located

The draft Local Plan Revised Regulation 18 document focusses development at sustainable and appropriate locations, ensuring growth is spread across the Borough.
The market towns of Andover and Romsey and next largest settlements such as Valley Park and North Baddesley are settlements with the widest range and number of facilities where growth is proposed.
The sites proposed in the previous draft Local Plan 2042 (Regulation 18 Stage 2) are also included in this Revised Regulation 18 document.
The Draft Local Plan 2042 continues to support rural communities in bringing forward homes through community planning tools. However, the significant increase in our housing need, means that we are proposing sites for homes in the rural areas.
There is a mixture of sites being proposed across our more sustainable rural settlements with a significant expansion proposed at Weyhill, as development will enable a primary school to be provided.
Neighbourhood Plans (and other community planning tools) provide the opportunity for communities to develop their own local vision, and plan to meet local housing needs for their communities, by allocating sites for new homes and influencing the form and shape of new development.
The Council recognises the need to enhance existing or deliver new infrastructure to support additional homes, however this is a challenge when the delivery of infrastructure is out of the Council's control. We do work collaboratively with partners to identify, plan for, and deliver infrastructure.

Draft Local Plan 2042 Revised Regulation 18
The draft Local Plan 2042 Revised Regulation 18 document plan focusses on how we are proposing to deliver the homes we need and where. This is in response to changes to the National Planning Policy Framework (NPPF) announced in December 2024 and the government's priorities for delivering 1.5 million homes over the next 5 years.
