
How many homes do we need?

The draft local plan sets out how many homes we need to deliver. The overall need comes from the requirement of 934 homes per year set by the government for Test Valley.
National policy requires that we meet our housing need which is calculated using a standard method set out by the government.
We need to deliver 15,878 homes over the period of the Local Plan (2025 - 2042) which is 934 homes per year.
Some of these homes will already be in the pipeline, such as sites with planning permission, and will be counted towards our supply.
We need to allocate sites through the local plan to meet our housing need.
Some proposed site allocations were made at draft Local Plan 2042 Regulation 18 Stage 2 (the previous stage) and are also included in this Revised Regulation 18 document.
However, as the housing requirement has gone up, further housing allocations are being proposed through this draft Local Plan 2042 Revised Regulation 18 consultation.

Draft Local Plan 2042 Revised Regulation 18
The draft Local Plan 2042 Revised Regulation 18 document plan focusses on how we are proposing to deliver the homes we need and where. This is in response to changes to the National Planning Policy Framework (NPPF) announced in December 2024 and the government's priorities for delivering 1.5 million homes over the next 5 years.
